In Belize, participants of the Nineteenth Meeting of the Regional Culture Committee (RCC) of CARICOM held an official moment of silence at their April session in memory of one of its cultural icons, Andy Palacio. Palacio, an impassioned activist and speaker on Garifuna heritage had served as the Deputy Administrator of the National Institute of Culture and History of Belize before his death on January 19, 2008. The Meeting also acknowledged stalwarts of CARIFESTA such as Henk Tjon from Suriname and Culture advocate Carol Lawes, from Jamaica, as two resource persons with extensive institutional memory who could serve as living records of the history and development of the RCC. At the April session, the RCC welcomed new members Rawle Gibbons from Trinidad and Tobago and Antonio Rudder from Barbados to the Interim Festival Directorate, as well as Lloyd Stanbury, cultural industries expert, entrepreneur who serves as legal consultant to the Secretariat on CARIFESTA.
