Trinidad and Tobago plans to build a new prison and hire more prison guards. According to Ministry of National Security official Donna Cox, cell phones will be prohibited and scanners and other equipment have been installed. The new prison will be built in Tobago, where the killings of a Swedish couple in the normally tranquil island shocked residents last month. The twin-island nation faces a record-high homicide rate. More than 400 killings have been reported this year and 391 for all of last year.
