Peter Phillips has formally declared himself a candidate for the leadership of the People's National Party (PNP). He unveiled the embryo of a campaign that will apparently include calls for a state that is more aggressive in opening economic opportunities for small and medium-sized businesses.
Phillips, the national security minister and a vice-president of the PNP, has not made a secret of his wish to succeed the party's leader, Prime Minister P J Patterson, when he steps down sometime later this year.
But he used a community projects award ceremony of his East Central St Andrew constituency to officially announce his candidacy, once Patterson announces the date for his retirement
