Sherfield Bowen, a former Antigua Labour Party (ALP) Parliamentarian and Deputy Speaker in the Antigua and Barbuda House of Representatives, is to serve 5 years in jail for manslaughter.
Bowen also served as a consultant within the ruling United Progressive Party (UPP) administration of Prime Minister Baldwin Spencer. Back in 2003, 23-year-old Tessa Bartley with whom he reportedly had an intimate affair was shot. Reports say she was shot during a "scuffle" outside Bowen's city office. She died several days later.
