An international conference in Canada on the security and political crisis in Haiti has ended amid signs of growing violence in the capital Port au Prince.
The latest reports say three more foreigners have been kidnapped in Haiti.
Their capture came after two United Nations peacekeepers were injured in a gun attack last week.
Canadian foreign minister, Pierre Pettigrew, announced at the meeting in Montreal, an international commission would play a leading role in observing the Haitian elections later this year.
The observer mission is expected to include Jamaica and the Dominican Republic. They intend going to Haiti as soon as possible to monitor the legitimacy of the poll from start to finish.
