In Antigua, a US$65-million expansion being undertaken by Sandals Resort Antigua is now in full swing. It took two prime ministers and two tourism ministers to give the project the nod of approval since the official ground-breaking ceremony in late 2003, followed by the official launch in February 2004. But the work did not get off the ground until a few months ago.Delays over the granting of concession caused a hold-up, which was compounded by a change of government in March 2004.Then the next-door residents challenged the construction, which they said would impede their view of the beach.
After an out-of-court settlement, the final hurdle was overcome and the work started in earnest.
