Cuban President Fidel Castro was a no show for the fifth meeting in a row of the 15th Ibero-American summit. The summit formally opened last Friday in Spain.
Many were disappointed by Castro's absence at the meeting hoped to produce concrete results, rather than political hot air, according to Venezuelan President Hugo Chavez.
A total of 22 countries took part. Cuban Foreign Minister Felipe Perez Roque has arrived in the president's place.
