I think if the imates want to indulge in such activities , most likely they have there way of having intercourse without anyone catching them behind those walls I think there is alot more going on that the public dont know about. No one want to be blame for such thing, the prisoners is being infected with this hiv and I do belive that something is really going on. it's not like the prisoners go to bed tonight and wake up in the morning with hiv. I think a solution for this problem needs to go infect as soon as possible, before the situation worsen, get out of hand , most of all too damage to be fixed.
