The European Union says as far respect for human rights is concerned, Cuba has gone backwards in the past year.
The head of the EU mission in Havana, says opponents of the Cuban government are increasingly being targeted.
But despite giving a failed grade on human rights to the Fidel Castro government, the EU had not changed its policy towards Cuba. The grouping said breaking off all contact would be counterproductive.
