Former New York Commissioner of Police, Bernard Kerik will be a government-hired functionary. This is according to Guyanas secretary to cabinet Dr. Roger Luncheon. The head of the presidential secretariat said that Keriks role will entail, helping to design and implement the citizens security program which includes the reform of the police force. Luncheon was tightlipped about how soon Kerik is likely to take up the post in Guyana. Dr. Luncheon however said that the issue is already cast in stone because all things being equal, it is the intention of the PPP administration to involve him in the police reforms. On the issue of funding, Luncheon noted, in addition to the loan from the Inter-American Development Bank (IDB), other agencies and donor countries would assist. Dr. Luncheon also stated that, there was a government component of the project under which Kerik will be hired and paid. Kerik had been President George Bush's nominee to serve as Secretary of the US Department of Homeland Security, but he was dropped after news of a problematic past surfaced. A New York Daily News article posted on August 4 noted that the US Federal Bureau of Investigation is investigating Kerik's involvement in a charity that was secretly run out of the city Corrections Department, when he served as its commissioner. Agents are looking into what happened to some 1M US dollars in rebates from cigarettes bought for sale to inmates
