Cuba has accused the United States of flagrantly violating international anti terrorism treaties. US officials have refused to prosecute Cuban exile Luis Posada Carriles, an anti Castro militant wanted in Cuba and Venezuela for numerous bombings. In a recent court hearing, US officials dismissed immigration and fraud charges against the former CIA operative, making him a free man. Cuban authorities say that by not prosecuting Posada Carriles, the United States has failed to comply with UN Resolution 1373, a wide-ranging counter-terrorism motion adopted after the Sept. 11 attacks.
