Venezuelan President Hugo Chavez and his Belarussian counterpart Alexander Lukashenko have pledged to increase cooperation between their two counties and to enact a global revolution against Washington. The Belarussian leader has already been declared persona non grata in the European Union and the United States for social policies that the Western governments say are repressive. Chavez, in his campaign against the US has said that he intended to pursue a strategic partnership with Belarus and to develop numerous projects. In 2006 Venezuela signed more than three billion dollars in contracts with Russia to buy 53 armored helicopter gunships, 24 fighter planes and 100,000 Kalashnikov rifles. Chavez latest purchase has been a 242 foot submarine.
