A fifteen year old boy has been arrested in St Lucia in relation to the murder of Marcia Philbert Jules, who was recently found in a pool of blood at her home in Gros Islet. Philbert-Jules was the former Permanent Secretary in the Ministry of Health and more recently was the Permanent Secretary in the Ministry of Physical Planning. Five youngsters, all under 20 years old, have been arrested so far following the gruesome stabbing murder of the civil servant. Investigators believe that the perpetrators forced an deneterd he residence, and brutally stabbed Philbert Jules in her own home. Philbert Jules appeared to have a faint pulse when she was taken from her home, but died on her way to the hospital.
